Solar For All

In April 2024, the Commonwealth of Pennsylvania was awarded a $156 million grant for a low-income residential solar installation program under U.S. EPA’s Solar for All competition. Solar for All aims to increase the availability and accessibility of solar energy to low-income homeowners and disadvantaged communities.

The Solar for All application was submitted by the Pennsylvania Energy Development Authority (PEDA) in coalition with the Philadelphia Green Capital Corp. (PGCC). While PEDA will be developing a statewide Solar for All program, the Philadelphia Energy Authority (PEA) and PGCC will run the program in the City of Philadelphia and the surrounding counties (Montgomery, Delaware, Chester, Bucks) by building on the success of PEA’s Solarize Greater Philadelphia program.

The Pennsylvania Solar for All program will provide solar installations for low- to moderate-income households as well as offer financial assistance for home repairs to allow households to experience the benefits of solar energy. Finally, the program intends to engage and grow the local solar industry and contribute to the development of Pennsylvania’s clean energy workforce.

The Pennsylvania Solar for All program is not operational at this time. We will update this page to reflect changes in program status, including when we would be able to accept applications for funding. In the meantime, interested homeowners should disregard communications from any solar installers or contractors claiming to be active partners in the Solar for All program.

PEA is committed to ensuring that the benefits of solar energy are accessible to all Philadelphians. PEA works in partnership with PGCC to advance programs that expand clean energy access, lower household energy costs, and build long-term community resilience.
